			<content:encoded><![CDATA[<p><strong>TUNISIAONLINENEWS-</strong> Development and International Co-operation Minister Mohamed Nouri Jouini led a debate forum on Tuesday, aired by &#8220;Tunis 7&#8243; television channel and the National Radio.</p>
<p>The debate turned on the objectives set by the 12th Development Plan (2010-2014) which forecasts an average annual growth rate of 5.5% and development of the buoyant sectors with strong technological and employability contents.</p>
<p>This dialogue also reviewed the &#8220;mobile development plans&#8221; option to help the country&#8217;s economy adjust to the international changes, and thus mitigate the impacts of the exogenous shocks.</p>
<p>Participants in the forum highlighted the Tunisian economy&#8217;s resistance resilience in the face of the different crises which hit world economies, and enquired about the measures decided to carry out in optimum conditions targets of the 12th Development Plan.</p>
<p>In his answers, Mr. Jouini said that adopting the mobile plans was dictated by the world juncture and it is meant to reduce effects of the repercussions of the juncture on the national economy.</p>
<p>He pointed out, that nowadays it is no longer acceptable to opt for a &#8220;static&#8221; development plan insofar as this type of development strategy does not take into account the changes on the international scene.</p>
<p>The minister also reviewed the possibilities offered by &#8220;mobile&#8221; plan in terms of assessment, follow-up and adjustment.<br />
He described as &#8220;ambitious&#8221; the targets set forth by the 12th Plan and said that their achievement is, given the sluggish world juncture, difficult and yet possible.</p>
<p>The attendees spoke of themes related to the achievement, during the next five-year period, of an average annual five-per-cent growth rate, to the global volume of forecast investments and means to be mobilized to finance them.<br />
In his answer, Mr. Jouini stressed the importance to achieve a 5.5-per-cent growth and insisted that this rate be reached to satisfy the additional job applications, estimated at 420,000 for the five years to come.</p>
<p>He said that the needs to financing projects, as part of the 12th Plan, are estimated at 120 billion dinars which will be ensured at 73 % by national savings, underlining the importance to count on the country&#8217;s own resources and reduce, as much as possible, resorting to external indebtedness.</p>
<p>The minister announced that an international consultancy office will be selected, during the coming period, to devise a digital economy and outsourcing strategy.</p>
<p><a rel="attachment wp-att-43552" href="http://www.tunisiaonlinenews.com/radio-and-tv-debate-forum-on-development-and-international-co-operation-aired/tribune_devpt1/"><img class="alignleft size-full wp-image-43552" title="Radio and TV debate Forum on development and international co-operation aired" src="http://www.tunisiaonlinenews.com/wp-content/uploads/2010/07/tribune_devpt1.jpg" alt="" width="300" height="170" /></a>State efforts during the coming five years, will focus on boosting investments in the innovative sectors and raising the number of graduates in the scientific and technical specialties up to 39,000 by 2014, against 26,000 in 2009, he said.<br />
Several participants asked for clarifications on the key projects scheduled in regions during the 12th Development Plan (2010-2014), suggesting that the regions be granted further prerogatives in working out and carrying out these projects; the ultimate target being to adapt these projects to the regions&#8217; peculiarities and their potentialities.</p>
<p>Mr. Jouini said that, during the five-year period (2010-2014), the integrated development programs will be completed and will benefit 90 priority delegations with a population of some 2.7 million inhabitants, in addition to the implementation of a new strategy aimed to improve living conditions in the border zones through the creation of viable projects meant to diversify the economic base and generate permanent jobs.</p>
<p>Shedding light on the programs to be initiated in the renewable energies development, the minister spoke of the Tunisian Solar Program (PST) and announced that an international research firm will be tasked with conducting a study on environment-friendly economic activities.<br />
He reminded that in terms of environment protection, Tunisia is bound by conventions with such advanced countries as Japan, Spain, Germany and France.</p>
<p>The participants also took a special interest in Tunisia&#8217;s international co-operation and foreign economic relations.<br />
They asked for clarifications on four main issues , namely, the impact of the euro zone crisis on the Tunisian economy, progress the Tunisian-European negotiations on the advanced-partner status, Tunisia&#8217;s access to new foreign markets and the development of technical co-operation.</p>
<p>Mr. Jouini pointed to the capacity, internationally acknowledged, of Tunisia to resist the exogenous shocks and react positively to changes, insisting that it is normal that the euro zone crisis impact the Tunisian economy, 75% of whose foreign exchanges are carried out with the European Union (EU), the country&#8217;s main partner.</p>
<p>He pointed out that Tunisia strives to diversify its trade partners and economic exchanges with other world countries and zones, with a view not to being dependent on one economic partner.</p>
<p>As to negotiations between Tunisia and the EU on the advanced-partner status, the minister said that Tunisia&#8217;s proposals have been favorably received by the European Community.</p>
<p>On technical co-operation, Mr. Jouini said that some 10,000 Tunisian executives presently work abroad as part of technical co-operation, and the high-level qualification of Tunisian guest-workers encouraged several multinationals to co-operate with Tunisia as part of three-cornered co-operation.</p>
<p>The minister called on all concerned sides, government, civil society, citizens to mobilize their energies to achieve the targets of the 12th Development Plan, in line with the orientations set by the Presidential Program &#8220;Together We Meet Challenges.&#8221;</p>

			<content:encoded><![CDATA[<p><strong>TUNISIAONLINENEWS-</strong> The setting up of equal chances between men and women in terms of access to education is a right which the Arab countries must secure without discrimination, said Mrs. Leila Ben Ali in her editorial to the 5th issue of “Voice of Arab Women from Tunisia” magazine.</p>
<p>The First Lady also writes that education and teaching are the cornerstone of any sustainable human development process and that the success of this process depends on securing equal chances for men and women in matters of access to knowledge.</p>
<p>In her editorial entitled, “Women’s Education, Cornerstone of any Sustainable Human Development,” AWO’s  Chairwoman notes  that the illiteracy of Arab women prevents them from actively contributing to the economic and social development of their society , insisting on the need to take all due care of women’s education in the Arab world in order to enable them to exercise their rights, fully assume their responsibilities, boost their sense of creativity and favor their integration into the economic and social channels.</p>
<p><a rel="attachment wp-att-42847" href="http://www.tunisiaonlinenews.com/?attachment_id=42847"><img class="alignleft size-full wp-image-42847" title="140710revue3" src="http://www.tunisiaonlinenews.com/wp-content/uploads/2010/07/140710revue3.jpg" alt="" width="150" height="212" /></a>Mrs Ben Ali adds that all the countries that aspire to progress, prosperity and invulnerability, have bet on education and teaching to fulfill their objectives , stressing that the Arab states, like all developing countries, have no other choice but follow the same path to fill in the gap separating them from advanced countries.</p>
<p>She stresses the fact  that the generalization of mandatory education, which had been one of the claims of reforming movements in all Arab countries before independence, has since then become one of the national priorities and a major development aim.</p>
<p>She also notes  that the success and durability of development plans and the reinforcement of the capacity of Arab societies to cope with present and future challenges require the training of human resources capable of commanding knowledge, adding that women’s education is an indispensable condition to enable them to fully assume their family and social responsibilities with skill and talent.</p>
<p>“Out of conviction that women’s rights are part and parcel of human rights, we are quite sure that the right of women to have access to knowledge and get out of ignorance and illiteracy is a right as important as all the others,” Mrs Ben Ali wrote, noting that discrimination based on gender and the lack of justice and equality in matters of access to education and training are against the requirements of development and represent an offence against human rights.</p>
<p>“There can be no development without the participation of women, together with men, as fully-fledged partners , the first lady said, stressing that women’s education is the best way to secure their freedom at social level and their integration into the society.”</p>
<p>Arab states cannot take up the challenges of modernity and get out of under-development without commanding knowledge and setting themselves as chief target to inculcate in youths, both girls and boys, the sense of excellence and performance, she writes, underlining the fact that the education system plays a major role in forming the personality of people and building up an egalitarian society which has no kind of discrimination against women.</p>
<p>Mrs Ben Ali also out points that the basic mission of schools is to liberate minds and disseminate enlightened thought without undermining national specificities.</p>
<p>She notes that the development recorded in terms of girls’ education in the Arab World is one of the main gains achieved in past decades. It results from the efforts made by the Arab states in this field, she added, stressing however that it appears from statistics that 70 million Arabs are illiterate, that most of them are women, and that this figure is one of the highest in the world.</p>
<p><a rel="attachment wp-att-42848" href="http://www.tunisiaonlinenews.com/?attachment_id=42848"><img class="alignleft size-full wp-image-42848" title="140710revue1" src="http://www.tunisiaonlinenews.com/wp-content/uploads/2010/07/140710revue1.jpg" alt="" width="200" height="274" /></a>Statistics show that 7 million Arab children, including 5 million girls, do not go to school and are excluded from the education system, she said, stressing that that these figures testify to the fact that additional efforts must be done and that the Arab world, in spite of the gains already achieved, is still incapable to provide its future generations and especially young girls, with a minimum level of education and learning.</p>
<p>She stressed that the rate of illiteracy among women is the double of that among men, which should “lead us to rethink literacy programs and their mechanisms to make them further efficient and effective”.</p>
<p>Further efforts should also be made in matters of studies and research on gender in the field of education for the disparities noted are an indicator of a persisting social imbalance, she writes.</p>
<p>AWO’s  chairwoman outlined in the same context that special care should be taken of rural women who are still suffering from a high rate of illiteracy due to several factors, including notably the weight of some traditions and the lack of schools and learning places in rural villages and areas.</p>
<p>This situation, she said, should not however hide the fact that the number of girls who have access to primary and secondary education in the Arab world, has more than doubled in the last decades. Several Arab states record equal access to school for girls and boys, and even higher rates for girls.</p>
<p>The statistics show a large rise in the number of girls studying in universities, the First Lady said, stressing that the aim of countries is no longer to establish women’s rights to education but to improve the quality of education. The final aim is to meet the new requirements of Arab women in matters of education and enable them to adapt themselves to the technological and scientific novelties and enter new fields such as technical and scientific studies, industrial specialties and vocational training so that Arab women might be more easily integrated into the job market and that Arab societies might agree to the new non-traditional roles of women.</p>
<p>Fulfilling all these objectives, Mrs. Ben Ali said, requires necessarily to improve the image of women in school books and curricula , and eradicate the stereotypes conveyed about the role of women in order to put an end to all forms of discrimination against women and so that education might no longer be a factor of discrimination.</p>
<p>“This arises from the experience of Tunisia where the sector of education benefits from special care, out of conviction on the part of the country’s political leadership, since the independence, that the role of education is important to train young generations and build-up a modern and developed society. This choice also arises from faith in the importance of human resources which are the main wealth of Tunisia” she writes.</p>
<p>The schooling rate in Tunisia for children aged 6 years has reached 99%, Mrs. Ben Ali pointed out , adding that this performance results from the establishment of equality between both sexes in matters of access to education. She went on saying that the number of girls is even higher than that of boys, which contributes in a noteworthy way, to the reduction of illiteracy, especially among rural women. She out pointed that the assessment of Tunisia’s experience also shows that education is the best way to achieve political, economic, social and cultural development of societies.</p>
<p>“Reports on human development published by Arab and international authorities clearly show the need to redouble efforts to improve women’s conditions in the field of education and promote their status in all other fields “, she adds.</p>
<p>The Arab Women’s Organization believes that among the strategic and civilization objectives that should be on top of its current and future programs and activities are the command of knowledge and women’s participation in the process of sustainable and comprehensive development in Arab states notes Mrs. Leila Ben Ali .</p>
<p>AWO, she stressed, believes that it also has a pioneering role to play in fighting against women’s illiteracy and in supporting the efforts made by the countries of the region in this field.</p>
<p>She concludes her editorial by stressing that AWO will provide the necessary support to the implementation of programs and plans of action worked out by the Arab education, culture and science organization ALECSO to consecrate women’s right to education and fight against  illiteracy among women.</p>
<p>AWO will contribute to the establishment of education as a major lever to promote the role of Arab women and boost their integration into their countries’ process of development and progress, she writes.</p>

			<content:encoded><![CDATA[<p><strong>TUNISIAONLINENEWS-</strong> The building of an economy resting on the preservation of environment and guaranteeing sustainable development, have become priorities in Tunisia .</p>
<p>The recent dialogue forum led by the Environment and Sustainable Development Minister provided the opportunity  for those present at the studio and Tunisian viewers at home to voice their expectations and suggestions to improve the efficiency of this sector.</p>
<p>The forum, aired on Tuesday on &#8220;Tunis 7&#8243; television channel and the National Radio, was attended by Mr. Mohamed Gueddiche, Minister Adviser to the President of the Republic, academics, heads of enterprise, developers, chairmen of associations and different parties taking interest in environment.</p>
<p>Mr. Hamada pointed out that Tunisia devotes  1.2% of its GDP to environment, specifically for the implementation of projects and programs having which have helped bring down the rate of environmental degradation to 2.1%.</p>
<p><a rel="attachment wp-att-42798" href="http://www.tunisiaonlinenews.com/?attachment_id=42798"><img class="alignleft size-full wp-image-42798" title="environnement_tribune" src="http://www.tunisiaonlinenews.com/wp-content/uploads/2010/07/environnement_tribune.jpg" alt="" width="300" height="133" /></a>Participants in the forum pointed out to insufficiencies and inconveniences for the citizens in some regions, due to waste processing and the proximity of purification stations to some residential areas.</p>
<p>Mr. Hamada said that, in spite of the substantial investments by the State in improving drainage services, the connection rate to the cleaning-up network in some regions is still below the targets set.</p>
<p>He pointed out that in the governorates of Sidi Bouzid, Kasserine, Médenine, Tataouine and Gafsa, whose total areas represent 52% of the entire national territory, the connection rate has recorded a significant progress, reaching presently 58%, against 35% in 2003, despite the high connection cost in those regions.</p>
<p>Mr. Hamada stressed Tunisia’s  will to improve environment, reminding that some 815 million dinars will be allocated during the forthcoming Development Plan to cleansing. Four- hundred-and-thirty million dinars will be appropriated to the upgrading of the draining network and an additional 300 million dinars to the consolidation of the national drainage system.</p>
<p>In this connection, he pointed up the efforts to be exerted to improve the methods of controlling waste and purification stations, the processing of used waters through treatment up, in addition to the valorization of 50% of these waters and the creation of irrigated perimeters near cleansing stations.</p>
<p>Tunisia adopted measures and took decisions in matters of re-utilization of treated waters, in accordance with the directives of the World Health Organization (WHO), essentially in the fields of cereal, fodder and tree-growing. To this end, it has seen to it to materialize this approach by means of greater co-ordination between the sides and departments,  he added.</p>
<p>Answering a question on determining the cost of cleansing compared with that of water consumption, the minister specified that the price is fixed at precise consumption levels, asserting that any aspect of this topic could be forwarded to the concerned authority for its settlement.</p>
<p>Some participants asked for clarifications on the program aiming at generalizing controlled dumps and waste-processing stations.</p>
<p>The volume of this waste is estimated presently at 2.2 million tons, the largest share being of organic origin.</p>
<p>Thus, no less than 9 dumps were created during the period of the 10th Development Plan (2002-2006), the governorates of Bizerte, Sousse, Monastir, Kairouan, Gabès, Djerba and Nabeul, with a total investment worth 72 million dinars.</p>
<p>An increase of waste processing rate is to be raised to 85% and some 23 dumps in 233 municipalities will be created. The rural areas will also make the most of specific programs in this field.</p>
<p>Emphasis was also placed on health and dangerous waste.</p>
<p>Doctors and chairmen of associations operating in the field environment attending the debate underlined the interest to optimize processing of waste, all the more that the strategy decided in this field did not solve the issue of sorting out, storing and processing this waste within hospitals.</p>
<p>It appears, from data presented on this occasion that the volume sanitary waste is estimated presently at 16,000 tons including 7,000 classified dangerous.</p>
<p>In this connection, a tender was launched recently to complete the system of sanitary waste-processing, through the adoption of advanced technologies, to cover, at a first stage, the governorates of Monastir, Sousse, Mahdia, the south of the country and Greater Tunis.</p>
<p>As regards the processing of electronic and electric waste, Mr. Hamada recalled the decision President Ben Ali&#8217;s decision to set up a system of specific collection of costly waste (lap tops, fridges, micro-waves, etc.). He reminded that an agreement was signed, recently between Tunisia and South Korea, aiming at helping Tunisia benefit of technologies to control this kind of waste.</p>
<p>Regarding processing of plastic waste, the minister spoke of holding of working meetings to identify appropriate solutions to the processing of this waste, notably among the young developers whose plastic waste quotas necessary to their production records a fall.</p>
<p>Speakers also raised the issue of air pollution in the industrial areas, particularly in the Gafsa and Gabès governorates. They asked questions about the measures to be taken ahead of achievement, in 2012, of the El Mdhila &#8220;Triple Super Phosphate&#8221; project, in the Gafsa governorate, the purpose being to set up the environment-friendly enterprise, in conformity with the 21st Item of the presidential program &#8220;Together We Meet Challenges.&#8221;</p>
<p>Mr. Hamada indicated that this region no longer suffers from this type of pollution, given the adoption of new environment-friendly technologies in phosphate processing. Among the large-scale projects underway in this sector, which employ nearly 5,500 people, enrichment of 8.5 million tons of phosphate on 9 production sites in Gafsa and completion of the sixth phosphate-washing station in the region, to be added up the already existing five others.</p>
<p>The total cost of these basins stands at 26 million dinars. Regarding the impact of phosphogypsus on the Gabès region, the minister announced that decision has been taken to adopt the pressurized transfer technique and by means of channeling this matter from Ghannouch to the El Mkhachrma, instead of hauling this material by railroad as was the case previously.</p>
<p>On the creation of eco-tourism projects, Mr. Hamada reviewed the progress experienced by this tourist niche in Tunisia, mentioning such completed projects like the Zaghouan- to-Carthage water circuit and the Andalusian towns’ circuit.</p>
<p>He said that his department is readying to develop tourist circuits centred on the natural and cultural heritage of several regions, notably in Ghermassa, Gabès and Kattar, in order to provide tourists with the opportunity to visit these sites.</p>
<p>The speakers asked for clarifications on the impact of climate change, in general, and on rising of sea level with the resulting worsening of the state of Tunisia&#8217;s shoreline as a consequence of sea erosion in particular.</p>
<p>The minister said that no country could be spared the effects of climate change, pointing out that studies conducted show a world temperature rise of between 1.2 and 2 degrees.</p>
<p>He indicated that Tunisia, aware of the repercussions of climate change on its economy, has already carried out studies on the economic sectors&#8217; adjustment (in farming, tourism, health) to these changes.</p>
<p>As to the scheduled program for the protection of the coastline against these risks, it provides for the rehabilitation of 40 kilometres of beaches most affected by sea erosion.</p>
<p>These include shoreline from Gammarth to Goulette, Soliman, Hammamet, Sousse, Djerba and Kerkennah. The minister announced that, to this effect, a Dutch consultant agency has been assigned the task of assessing the conducted studies.</p>
<p>In another connection, Mr. Hamada said that the National Genes Bank (BNG) managed to collect in the inland regions more particularly in the region of Om Laatham region, governorate of Sidi Bouzid, local seeds to guarantee their fruition at a later stage.</p>
<p>No less than 15 quintals of these seeds will distributed for the benefit of the Chbika, Om Laatham and Gafsa farmers. BNG managed to re-locate 5, 000 local genes.</p>
<p>As regards studies on impact of large-scale projects developed by Tunisia, the minister pointed out that the concerned parties started preparation of these strategic studies on the projects of Ennfidha, namely the airport, deep water port and logistics zone.</p>
<p>Regarding the role of the Tunisian research departments in the achievement of environment upgrading projects, Mr. Hamada underlined that some 56 enterprises already adhered to the environmental upgrading program. This figure is expected to increase to cover 500 enterprises with an ISO 14001 certification , in 2014.</p>
<p>Tackling the contribution of his department in strengthening the tree-cornered co-operation in this field, he said that the ministry strives presently to achieve co- operation projects in developing countries, notably African, and organise training sessions for the benefit of the foreign parties within the Tunis International Environment Technologies Centre (CITET).</p>
<p>Some members of the audience raised several other themes pertaining to the assessment of the experience of sustainable schools, associative action and its role in anchoring the environmental culture, industrial pollution and protection of oases.</p>

<p>The debate which is part of a presidential initiative to foster more interaction between citizens and  public authorities by airing open debates on issues of social concern on TV and the radio, will focus on the challenges to be addressed to achieve the targets set in the environment and sustainable development fields.</p>
<p><a rel="attachment wp-att-42698" href="http://www.tunisiaonlinenews.com/?attachment_id=42698"><img class="alignleft size-full wp-image-42698" title="tunis7_radio_nat" src="http://www.tunisiaonlinenews.com/wp-content/uploads/2010/07/tunis7_radio_nat.jpg" alt="" width="178" height="87" /></a>The point consists in laying down the foundations of an environment-friendly economy and renewable  energy.</p>
<p>The dialogue will be aired on Tuesday, at 21:15 pm, on &#8220;Tunis 7&#8243; TV channel and the National Radio, and will be broadcast again on Wednesday July 14, 2010 at 02:00 pm.</p>
<p>The Tunisian official press agency writes that “the meetings will undoubtedly consolidate the spheres of dialogue between governmental structures and the citizens, in addition to making known comprehensive and precise data and information on the various sensitive sectors”.</p>

<p>Mr. Romdhani who gave a talk on “Understanding Tunisia”, remarked  that “To understand Tunisia, one needs to give time to understand its background, achievements and challenges”. </p>
<p>Addressing the issue of the lack of public awareness as to the challenges Tunisia faces, the Minister said that that “it is important to look at the country on its own terms and acknowledge the interconnected nature of the political, social, economic and cultural processes in the country”.</p>
<p>Mr. Romdhani also evoked some of the country’s challenges, as well as the policies adopted to address them in the sectors of women empowerment, the knowledge society, employment, human rights and political reforms and the media.</p>

<p>The conference was moderated by Dr Claire Spencer, Head of Middle East and North Africa program at Chatham House and was attended by a number of journalists, experts, and academics.</p>
<p>The Royal Institute of International Affairs (Chatham House) is an independent international affairs think tank and membership organization. It was founded in London in 1920 and received its Royal Charter in 1926.</p>

			<content:encoded><![CDATA[<p><strong>TUNISIAONLINENEWS-</strong> The diversification of the tourist product, the  quality of services, and the setting up of an efficient marketing strategy based on ICTs and promotion of domestic tourism, were some of the main items  of a communication forum aired on Tuesday by the national television channel &#8220;Tunis 7&#8243; and the National Radio.</p>
<p>Mr. Slim Tlatli Minister of Tourism, Mr. Mongi Safra, Special Advisor to the President Ben Ali, the Chairman of the Tunisian Hotel Trade Federation (FTH) and the Deputy Chairman of the Tunisian Travel Agencies Federation (FTAV) as well as representatives of civil society and a large number of citizens took part in the event.</p>
<p>The event is part of an initiative launched by President Ben Ali to launch public discussions on different economic, social and political issues, provide citizens with pertinent information and invite them to an open debate.</p>
<p><img class="alignleft size-full wp-image-41899" title="290610tourisme1" src="http://www.tunisiaonlinenews.com/wp-content/uploads/2010/06/290610tourisme1.jpg" alt="290610tourisme1" width="300" height="165" />On this  occasion, Mr. Slim Tlatli stressed that the Tunisian tourist destination managed, despite the global crisis, to preserve its attractiveness at a time when Euro-med  tourism fell from 4% to 6%.</p>
<p>The minister commended efforts exerted by the national flag carrier which is behind the effective launch of several tourist destinations (Tozeur/Milan, Geneva, Zurich, Madrid, Nice and Lyons).</p>
<p>In recent years, said Mr Tlatli, the tourist sector has been increasingly influenced by the use of information and communication technologies, noting that between 70% and 80% of tourists choose their destinations via the Internet. Officials of the tourist sector in Tunisia have taken these new data into consideration, and the next strategy will be based on intensive access to tourism web sites and portals, in addition to encouraging the sector&#8217;s stakeholders to embrace this process, he added..</p>
<p>Regarding training, participants  called to take special interest in tourism instruction and involve professionals in devising and harmonizing training programs, according to needs to ensure the integration of trained staff.</p>
<p>Tunisia is also carrying out a set of projects, in the area of ecological tourism, namely the &#8220;Bni Mtir dam&#8221; in the delegation of Ain Draham which will be completed next year, as well as other projects in Zaghouan, Sidi Bouzid, Siliana and Kasserine.</p>
<p>The Minister also stressed that tourist sector provides many job opportunities to students, as well as for setting up projects, all the more so as  the State established several incentives and mechanisms for the benefit of young promoters, he said.</p>
<p>He also announced the launch , on the occasion of the 2010 International Youth Year, of  a special program for youth tourism, dubbed  &#8221;Discover your Country,&#8221; in association with youth organizations, in addition to the cultural, sporting and tourist events to be held with the contribution of young people from around the world.</p>
<p>Concerning the holy month Ramadan which coincides this year with the high peak of the tourist season, as well as that of consumption during the years to come, Mr. Tlatli said that the key challenge consists in setting up an animation program likely to attract Arab, Muslim and foreign tourists.</p>
<p>He also announced that intangible factors will be taken into account in hotel classification, in addition to the operations of continuous vetting carried out by the ministry&#8217;s structures to ensure quality.</p>
<p>The Tourism Ministry contributes to utilization of the cultural heritage of Tunisia&#8217;s old Medinas through the restoration of several sites, presently in Tunis, Djerba and Sousse.</p>
<p>The Ministry is also studying possibility to promote some cultural events to the level of world events that would attract a certain category of tourists to hoist Tunisian tourism to the higher levels.</p>

			<content:encoded><![CDATA[<p><strong>TUNISIAONLINENEWS</strong>- A dialogue-forum aired by &#8220;Tunis 7&#8243; television and the National Radio, gathered Health Minister, Mr. Mondher Zenaidi with representatives of civil society and a large number of citizens on Tuesday.</p>
<p>The debate which is part of a presidential initiative to foster more interaction between citizens and  public authorities by airing open debates on issues of social concern on TV and the radio, focused  on the availability of medical products  in sufficient quantities in hospitals, the development specialty medicine, notably in the inland regions,  and equipments and the quality of services in emergency wards.</p>
<p>Several interventions stressed the issue of lack of doctors and equipments in public hospitals, notably inlands and in the border zones.</p>
<p>In this regard, the minister specified that the public-private complementarity is likely to boost Tunisia&#8217;s trending towards exportation of health services, and providing new job opportunities, in line with the national strategy aimed at making of Tunisia an international centre of health services exportation.</p>

<p>The minister also evoked the investments devoted to the sector (7, 5% of the state budget) and the achievements underway and those scheduled, with a view to adjusting the national health map to the demographic and social changes.</p>
<p>In 2010, an amount worth 85,000 dinars is mobilized for the procurement of equipments for the benefit of all regions of the country.</p>
<p>Efforts made by the department to strengthen the country&#8217;s capacity to take care of cancer patients and develop palliative care, by purchasing state-of-art equipments (particle accelerators, cobalt) and modernizing the Salah Azaiez Cancer Institute which will be soon endowed with a new centre in the governorate of Ariana were also evoked.</p>
<p>The lack of specialized practitioners will be partly met by the civil service with the possibility for junior doctors to settle in assigned regions, in addition to the 1, 000 dinar bonus earmarked to encourage junior doctors to practice in inland regions.</p>
<p>The development of e-medicine and reinforcement of local hospitals&#8217; connection to university hospital centers are also likely to better bring medical services closer to citizens wherever they are, in addition to the role of health caravans in broadening coverage of remote areas.</p>
<p>Today, 4% of registrations for appointments are made online.</p>
<p>The ministry is seeking to increase up to 20% the rate of consultations in hospitals in afternoon sessions, compared with only 4% currently.</p>
<p>Efforts will also focus on rehabilitating front-line structures by equipping them with medics to ease pressure on university hospital centers where the rate of occupation of beds is more than 70%, compared with 50% in regional hospitals and 30% in local hospitals so as to allow university hospital centers to further focus on research and training.</p>
<p>On the availability of medicines in public health structures, the minister said that this issue is among the priorities of the department.</p>
<p>He stressed the need to ensure a better co-ordination between consulting physicians and pharmacists, reviewing, in the meantime, the right of substitution which provides the possibility to pharmacists to change a medical prescription by proposing another medicament which has the same active principle.</p>

<p>Several participants among citizens and civil society asked questions on the efficiency of generic drugs.</p>
<p>The minister assured that prior to their marketing, drugs, whether brand name or generic, are submitted to all kinds of analyses to cross-check their safety.</p>
<p>Regarding the quality of services, particularly the emergency services&#8217;, the minister reminded of the opening in the coming period of a new centre at the Marsa similar to the Ben Arous trauma and burn centre.</p>
<p>Out of the 182 emergency wards across the whole country, 150 will be upgraded. One attendee asked about the cost of clothes and equipment for the protection of children affected with Xeroderma pigmentosum (&#8220;moon children&#8221;).</p>
<p>A call was launched for the creation of a centre to take care of this pathology which affects nearly 800 persons.</p>
<p>Periodic meetings are bringing together the ministry, the National Health Insurance Fund (CNAM) and the Association of Assistance to Children Affected with Xeroderma pigmentosum to follow up the situation, the minister said, praising efforts made by the specialized department of the Habib Thameur university hospital centre in matters of prevention and detection in the prenatal period and which seek to reduce the rate of incidence to 50%.</p>
