The file for integrating several residential areas of Hammam Chott into the urban development plan remains dependent on the completion of the technical and administrative procedures provided by law. Taken up on this issue by a deputy, the Ministry of Agriculture reminded that the examination of neighborhood classification is carried out within specialized commissions and that the revision of the plan is primarily the municipality’s responsibility.
This clarification was provided on Sunday by the Ministry of Agriculture, Water Resources and Fisheries, in response to a written question from deputy Douha Selmi, elected from the Hammam Lif–Hammam Chott constituency.
The parliamentarian had questioned the department about the blockage of integrating several residential zones within the Hammam Chott delegation into the urban development plan.
A revision still in its first phase
The ministry indicated that the revision of the Hammam Chott municipality’s urban development plan remains in its first phase and is being carried out under the direct supervision of the municipal authorities.
It recalled that under Government Decree No. 2020-926 of November 25, 2020, the drafting, revision and approval of urban development plans are exclusively the prerogatives of the municipality concerned.
The examination of the ranking of residential neighborhoods is, for its part, carried out within the framework of specialized technical commissions, in accordance with the provisions of the current legal framework.
Several neighborhoods concerned
Douha Selmi had notably asked for explanations about the persistent refusal to grant final approval for the integration of several neighborhoods, including Borj Cedria 4, Cité Zayani 1 and 2, as well as Cité Fatnassi.
According to the deputy, these areas would have already received the endorsement of the competent local and regional bodies, without being definitively integrated into the urban development plan.
She also questioned the legal and technical foundations that led to maintaining these sectors classified as agricultural land despite their residential character and level of urbanization.
The ministry did not announce a precise timetable for the completion of the procedure, noting that the continuation of the file now depends on the progress of the plan’s revision at the municipal level and the examination by the concerned technical commissions.
