JORT Analysis
The JORT No. 89 of September 4, 2026 brings together several dozen orders concerning health, education, the Court of Auditors and the National Heritage Institute. But the 2,377 positions listed do not correspond to as many new hires. Recruits, secondments, procedures referring to specific access conditions, and internal promotions: Tunisie Numérique has gone through the texts one by one to distinguish what the numbers really cover.

Health: 586 posts, of which 45 explicitly provided for by secondment
The main recruitment block concerns health. Five competitions total 586 posts: specialist physicians, pharmacists, dentists, hospital physicians and chief hospital physicians.
The most significant arrangement concerns 476 public health specialists. The competition is set to begin on November 16, 2026 and applications close on October 16.
433 public health specialist physicians for the Ministry of Health
The JORT provides 433 posts, across all specialties, for the Ministry of Health. An additional post in preventive medicine and community medicine is allocated to the National Institute for Evaluation and Accreditation in the health field, but by secondment.

In total, among the 476 posts for specialist physicians, 43 are explicitly provided by secondment, while 433 are assigned to the Ministry of Health without this designation.
Pharmacists: 52 posts
Another competition, planned from November 23, 2026, concerns 52 public health pharmacists. The JORT distributes posts between 50 at the Ministry of Health and two posts, by secondment, with the National Institute for Evaluation and Accreditation in the health field.
Applications close on October 23, 2026. With these two posts, the number of Health block posts explicitly provided by secondment reaches 45.
Dentist physicians: 53 posts and a drafting discrepancy
The competition for public health dentists covers 53 posts: 50 at the Ministry of Health and three at the Ministry of Interior. The competition is planned to begin on November 24, 2026 and applications close on October 26.
A detail to note : unlike the posts for specialist physicians destined for the Ministry of Interior, the decree relating to the three dentists does not specify that they are filled by secondment. Tunisie Numérique thus counts them among recruitment posts with no mention of secondment, without inferring that a different regime was necessarily intended by the administration.
Two posts at Hédi Chaker Hospital in Sfax, competition organized in Tunis
Two hospital doctor positions are allocated to Hédi Chaker Hospital in Sfax: one in child psychiatry and one in pediatrics.
The location of assignment should not be confused with the venue of the competition: it is organized at the Faculty of Medicine of Tunis starting on October 27, 2026. Applications close on September 25.
Three posts of chief hospital physicians are part of another competition, also organized at the Faculty of Medicine of Tunis starting on October 27, with the same deadline of September 25.

Three decrees dated September 1, 2026 each provide for 10 posts, i.e., 30 in total.

The first of these competitions is officially described as a “external on dossiers” competition. The other two are presented as on-dossiers competitions for recruitment.
These labels, however, are not sufficient by themselves to determine all candidate categories that can actually participate. The 2026 opening orders refer to earlier texts that fix the organizing modalities and access conditions for the competitions.
One element appears directly in the JORT of September 4, 2026: for the competition covering the 10 posts of general supervisors, the order refers, alongside the texts governing the relevant bodies, to Decree No. 2013-2225 of June 3, 2013, relating to the special status of the primary school teaching corps.
Why TN treats these 30 posts separately: the organizational texts to which the 2026 decrees refer are not reproduced in the analyzed JORT No. 89. The sole designation “recruitment,” or even “external competition,” does not alone determine whether each of these competitions is accessible to the general public. Tunisie Numérique isolates these 30 posts rather than automatically including them in the 557 other recruitment posts.

Education: 1,722 promotions spread across two corps
The remainder of the Education block concerns internal promotions. The JORT, however, treats two separate corps. Separating them helps avoid mixing different grades and makes reading easier for the affected agents.
The French names below facilitate reading. The Arabic designation used in the JORT is preserved to avoid any ambiguity between grades.

The two corps together thus account for 1,722 internal promotions in Education.
For a large part of dossier-based competitions, the remote application deadline is set for November 15, the filing deadline for the dossiers is November 20, and the competitions open on December 15, 2026. Several title-based competitions have closer deadlines, notably an online deadline on October 11, a dossier submission by October 16, and opening from November 11.

National Heritage Institute: 16 posts to be filled

What do the 2,377 posts really represent?
A detailed reading finally allows distinguishing five situations.

The first 557 posts include 541 health block posts for which the examined orders mention neither internal promotion nor secondment, plus the 16 posts of the National Heritage Institute.
This category should not be equated with 557 new job creations. The JORT opens competitions and sets positions to be filled; it does not indicate that each corresponds to a net addition to public sector staff.
The 30 Education posts are, themselves, treated separately, their access conditions being fixed by earlier texts to which the 2026 orders refer.
The main takeaway of this issue is therefore elsewhere: behind a large administrative volume of 2 377 posts, there are very different realities. Health concentrates most recruitment competitions, while Education concentrates a large professional progression operation. Added to this are explicitly identified secondments and procedures whose title alone does not always allow immediate determination of the eligible candidates.
