The decree of the minister temporarily in charge of directing the Ministry of Industry, Mines and Energy dated 23 October 2026, authorizing the full transfer of rights and obligations in the hydrocarbon exploitation concession known as the exploitation concession “El Menzah” was published this Friday in the Official Journal of the Republic of Tunisia (JORT).
Indeed, the full transfer of rights and obligations of the Tunisian Petroleum Activities Company (ETAP) and of the company “Ecumed Petroleum Grombalia Limited” in the hydrocarbon exploitation concession called “El Menzah” to the benefit of the company “EXXOIL SA” is authorized.
Pursuant to the transfer authorized by this decree, the company “EXXOIL SA” becomes the holder of the “El Menzah” concession at 100%.
As a reminder, the company “EXXOIL SA” filed on 18 January 2024 with the General Directorate of Hydrocarbons a request in which the company sought the rectification of the minister of industry’s order dated 18 November 2000, establishing an oil exploitation concession called “El Menzah”, so that said concession would be attributed to it in its entirety.
In a letter dated 3 September 2024, ETAP had expressed its agreement regarding EXXOIL SA’s request concerning the rectification of the minister of industry’s order of 18 November 2000, as well as its decision not to participate in the development and production operations of the exploitation concession “El Menzah”.
Note that a favorable opinion was issued by the Hydrocarbons Consultative Committee at its meeting on 27 September 2024.
