The State budget project for 2027 foresees several measures aimed at supporting access to housing and reducing the tax burden related to the acquisition of a first property. These provisions notably concern tax advantages for lands destined for rental-purchase and social housing programs, as well as a tax mechanism in favor of first-time buyers.
These measures are part of the support framework for housing programs, in line with Articles 29 and 30 of the project.
Tax incentives for rental-purchase and social housing programs
Article 29 of the State budget project for 2027 provides for the addition of two provisions to Article 32 of the Local Tax Code. These pertain to undeveloped lands intended for the realization of real estate projects within the framework of the “rental-purchase or staggered sale” program, owned by public real estate developers responsible for their implementation.
This measure targets the lands allocated to these projects during the period from 2026 to 2030.
It also concerns undeveloped lands intended for the realization of real estate projects under the specific social housing program, provided that they belong to public real estate developers responsible for their realization, for the same period, from 2026 to 2030.
This modification sits within the provisions related to local taxation and aims to integrate lands allocated to these real estate programs among the categories provided for in Article 32 of the Local Tax Code.
A tax relief for the acquisition of a first home
Article 30 of the budget project provides, for its part, the introduction of a new Article 21 bis in the Registration and Stamp Duties Code, in order to ease the taxation applicable to the acquisition of a first home.
The proposed text states :
« The rate provided in item 4 of Article 20 of the present Code applies to the first acquisition of a dwelling, only once for each purchaser. »
Thus, this provision proposes applying the rate mentioned to the first housing acquisition operation, with each buyer able to benefit from this advantage only once.
However, the excerpt from the budget project does not specify the applicable rate. It refers, for this purpose, to item 4 of Article 20 of the Registration and Stamp Duties Code.
Measures targeting real estate programs and first-time buyers
The proposed provisions revolve around two main axes.
The first concerns support for rental-purchase, staggered-sale, and social housing programs, through tax measures affecting the lands destined for their realization.
The second aims to ease the taxation applicable to the first acquisition of a dwelling, by providing a specific tax treatment for first-time buyers.
These provisions remain, at this stage, proposals included in the State budget project for 2027. Their implementation remains conditioned on the completion of the adoption procedure and the entry into force of the relevant texts.
