The circular lists six axes that will structure the strategic action plans of public enterprises and institutions:

However, she noted that a number of them face accumulated structural difficulties, affecting their financial balances and operational efficiency.
According to the circular, this situation has led, in several cases, to a substantial structural deficit. The continuity of activity for some entities thus depends on permanent financial support from the State, without a tangible corresponding improvement in efficiency indicators or in the quality of services.
This situation constitutes, according to the document, a growing burden on public finances and calls for accelerating the comprehensive reform in order to sustainably preserve the economic and social role of these structures.

Sectoral ministries are urged to strengthen the monitoring of the management of the enterprises and establishments under their supervision. They must notably verify compliance with the legal deadlines relating to the preparation and approval of financial statements.
The supervision should also cover:
- the preparation of provisional budgets;
- the signing and execution of program contracts;
- the signing and execution of performance contracts;
- the respect of legal obligations and the deadlines set.
The circular calls to enshrine the principle of holding leaders accountable for any fault or unjustified delay, as well as to promptly take the necessary corrective measures.

The head of government also stressed the need to strengthen coordination between public enterprises and the bodies of the relevant sector ministries.
The files and requests submitted by these enterprises must be immediately taken charge of, studied and completed before their transfer to the ministries and to cross-cutting bodies with advisory competencies.
