Development Plan 2026-2030: Focus on the Plenary Session of the National Council of Regions and Districts

The Commission on Development Plans and Major Projects under the National Council of Regions and Districts unanimously adopted the final report relating to the five-year development plan project for 2026-2030.

This decision was taken at the closing session held on Tuesday, July 14, 2026, chaired by Mohamed El Kou, the commission president. The meeting was devoted to the presentation and examination of the final version of the report.

The report transmitted to the Council’s Office

After its adoption by all members of the commission, the final report was transmitted to the Office of the National Council of Regions and Districts.

The Office will, in turn, submit the document to a plenary session so that it can be examined and put to a vote, thus marking a new step in the process of adopting the development plan for the 2026-2030 period.

A thorough review of the figures and indicators

During the meeting, a complete and detailed presentation of the latest version of the report was carried out.

This version was finalized after completing the drafting, verification, and technical correction of the figures and indicators. It also incorporates the content of the sessions held in the five districts, in the presence of the Minister of Economy and Planning.

The various data and proposals collected during these meetings were gathered, reviewed, and integrated into the final document.

The recommendations of the deputies integrated into the report

The members of the commission praised the efforts of the deputies, the technical staff, and the economic adviser in recent days to gather and structure the conclusions of the various sessions.

The report underwent an in-depth reading covering all recommendations, reservations, and observations put forward by the deputies, as well as the responses provided by the Minister of Economy and Planning.

This step allowed to verify the coherence of the document and to ensure that the concerns raised during the discussions had been taken into account.

Territorial equity at the heart of the discussions

The session was also marked by an in-depth debate about the expectations of the regions and districts in terms of development.

The members of the commission stressed the need to implement development equity mechanisms and apply the principle of positive discrimination in favor of inner and disadvantaged regions.

These measures aim to reduce territorial disparities and promote a more balanced distribution of investments, public projects, and economic opportunities among the country’s various regions.

The culmination of a long parliamentary process

This closing session comes at the end of a process of work that has been both parliamentary and field-based.

The preparation of the final report was preceded by a series of lengthy hearing sessions with the various stakeholders, as well as with the ministries involved in the development and implementation of the future development plan.

The five-year development plan project 2026-2030 must now cross the plenary session stage, during which it will be submitted to the vote of the members of the National Council of Regions and Districts.
