The deputy Ali Zaghdoud, member of the Finance Committee of the Assembly of the Representatives of the People, indicated to Tunisie Numérique that the Minister of Finance had transmitted to the president of the Assembly, in a letter dated October 2, 2026, a report on the execution of the State budget at the end of the first half of 2026.
The document, which comprises 36 pages, presents the indicators of budget execution for the six first months of the year as well as the main assumptions and directions of the State Budget project for 2027.
The main directions of the 2027 budget project
According to Ali Zaghdoud, the initial assumptions take into account the economic situation and fluctuations in oil prices. The report notably addresses the evaluations, the balances and the budget assumptions, as well as the development areas envisaged for the period ahead.
It also deals with environmental sustainability, the energy transition, the priorities and strategic objectives of the 2027 budget project, as well as the guidelines on resource mobilization and public spending.
The commission awaits the minister’s response
The Finance Commission has requested a meeting on Wednesday, October 7 or Friday October 9 and has sent an invitation to the Minister of Finance. It is still awaiting her response, the deputy said.
Asked about the price per barrel used in the initial assumptions of the 2027 budget, Ali Zaghdoud confirmed that it had been fixed, but preferred not to reveal it before the meeting with the minister.
Resources and fiscal pressure on the agenda
The commission plans to question the minister about the choices for mobilizing public resources. It particularly wants to know whether the State intends to continue the approach followed in the 2025 and 2026 budgets, based on taxation, or whether it foresees new sources of funding.
“We hope that the 2027 budget will bring relief from tax pressure, through incentive measures that would reduce this pressure and encourage investment,” said Ali Zaghdoud.
A mixed budget execution in the first half
Referring to the execution of the State budget in the first half of 2026, the deputy estimated that this period had been affected by price fluctuations. He added that some budget chapters had recorded an advanced execution rate, while parts of other chapters had been transferred to new line items.
