Bizerte: Monitoring Unit Established to Speed Up Municipal Projects

A municipal project monitoring cell will be established in the Bizerte Governorate, under the direct supervision of the regional authority. The decision was taken this Thursday, October 8, 2026, during a sectoral working session held at the governorate’s headquarters.

The meeting was devoted to monitoring and evaluating the progress of municipal investment projects and programs, whose monitoring is ensured by the Ministry of the Interior through the Loans and Support Fund for Local Authorities. The objective of the new cell is to accelerate the pace of realization of these projects in administrative, financial and logistical terms.

A monthly evaluation, project by project

The Governor of Bizerte, Salem Ben Yaâcoub, who chaired the session, specified that the cell will bring together representatives from the governorate’s Municipal Affairs Directorate, the Regional Directorate of Equipment, and the Loans Fund. It will be responsible for the precise monitoring of files and on-site control, and will meet monthly to assess the situation and progress of each project.

The governor called for not relying solely on office reports and for organizing periodic and unscheduled inspection visits to sites in order to verify compliance with deadlines and technical specifications. He also requested addressing administrative and land issues and fully regularizing the legal status of parcels of land destined for the projects before the launch of bidding processes.

Payment deadlines and support for the least endowed municipalities

Salem Ben Yaâcoub also advocated for speeding up administrative procedures, dossier processing and the approval of public contracts, as well as reducing the payment delays to contractors.

He recommended supporting municipalities with limited means, which lack qualified staff to prepare the specifications and monitor execution, by providing them with the governorate’s technical staff and engineers. He also emphasized coordination between municipalities and other public service establishments before the start of any project, and the prohibition of digging in roads and recently completed works.

The governor finally underscored the need to apply accountability and incentive principles, to take strict legal measures in case of breach, and to involve members of elected councils, in order to strengthen oversight and trust between citizen and administration.

The session was held in the presence of the governorate’s General Secretary, Abdellatif Hamid, a representative of the Loans and Support Fund for Local Authorities, the general secretaries responsible for managing the region’s municipalities, and the regional directors of public services.
