The state budget for the year 2027, expressed in payment credits, is expected to reach 68.895 billion dinars, compared with 63.575 billion dinars registered in the 2026 finance law, i.e., an increase of 8.37%, according to the provisions of the finance bill (PLF) for 2027.
The total amount of revenue the State is authorized to collect for the benefit of the Treasury is estimated at 54.280 billion dinars, revealing a budget deficit of 14.615 billion dinars, according to the bill of law of which the Tunis Africa Presse (TAP) obtained a copy.
Tax revenues, the main source of budget financing
The data shown in the finance bill for the coming year reveal a strong reliance on tax revenues to mobilize the resources of the State.
They are estimated at 49.6 billion dinars, compared with 4.330 billion dinars of non-tax revenues and 350 million dinars of external donations.
Moreover, the commitment credits related to the expenditures of the State budget for 2027 have been set at 73 billion dinars.
More than 28 billion dinars of financing needs
To cover the budget deficit and to cover all the Treasury’s financial charges, estimated at 28.122 billion dinars, the bill authorizes the government to mobilize several sources of financing.
These resources are distributed as follows :
19.845 billion dinars from domestic borrowing;
6.877 billion dinars from external borrowing;
1.4 billion dinars from other treasury resources.
Regarding the use of these resources and the coverage of the commitments related to public debt, the planned amounts are distributed between financing the budget deficit, amounting to 14.615 billion dinars, and repaying the principal of the public debt, for an amount of 13.307 billion dinars.
This latter amount includes 6.823 billion dinars for domestic debt and 6.484 billion dinars for external debt.
The project also provides for the granting of net loans and advances from the Treasury for an amount of 200 million dinars.
The central bank could grant 9.8 billion dinars to the Treasury interest-free
As part of meeting the Treasury’s financing needs, the bill provides for an exception to Article 25 of the law governing the status of the Central Bank of Tunisia (BCT).
This measure would authorize the BCT to provide financial facilities to the benefit of the Tunisian public Treasury, up to 9.8 billion dinars, interest-free.
Repayment of these facilities would be spread over 15 years, with a three-year grace period.
Moreover, the maximum ceiling for state guarantees granted in the framework of borrowing or the issuance of Islamic sukuks has been fixed at 9 billion dinars.
The ceiling on loans that the Treasury can grant to public enterprises has, for its part, been set at 250 million dinars.
Public service: more than 692,000 agents authorized in 2027
In terms of human resources and the public service, the total number of authorized posts for the year 2027 has been set at 692,702.
These workforce levels are distributed among ministries, central and regional services as well as public establishments attached to the state budget.
Finally, the resources and expenditures of public establishments administratively attached to the state budget have been fixed at 1.692 billion dinars.
It should be noted that these provisions are included in the Finance Bill for 2027 and are therefore subject to the legislative adoption procedure.
