The Libyan Minister of Economy and Trade published Decision No. 555 of the year 2026, temporarily authorizing the importation of goods and products using foreign currencies sourced from the parallel market. This measure will remain in force until March 31, 2027.
According to this decision, importers are authorized to use foreign currencies acquired on the parallel market to finance their import operations of goods and merchandise, provided they comply with the applicable legal rules and procedures.
This measure is part of the regulation of import operations and the supervision of foreign trade financing mechanisms. Its application is time-limited, with an expiration date set at the end of March 2027.
However, the decision provides for exceptions concerning several essential products as well as medicines.
The importation of these products using currencies from the parallel market remains subject to prior authorization by the competent authorities.
Thus, this decision allows, for a determined period, the use of foreign currency financing sources outside the official banking circuits, while maintaining specific restrictions for certain categories of essential products.
