Investment Code Reform: Parliament Examines Key Legislation

The Commission for Strategic Planning, Sustainable Development, Transport, Infrastructure and Territorial Planning at the Assembly of the People’s Representatives is holding, this Monday, June 22, 2026, a two-part working session starting at 09:30.

A session devoted to several pieces of legislation

According to the announced agenda, the commission’s work will be divided between a morning session and an afternoon session, with the examination of several bills notably concerning the regularization of certain real estate situations and the revision of the investment legal framework.

The regularization of constructions examined in the morning

The morning session will be devoted to continuing the examination of the bill relating to the regularization of the status of buildings constructed in violation of building permits, bearing number 74/2025.

The commission will also continue the study of the bill relating to the adoption of exceptional measures for the regularization of buildings and projects implemented in agricultural zones whose use has changed, bearing number 101/2025.

These texts aim to address situations related to constructions not in conformity with the issued authorizations, as well as projects located in agricultural zones that have undergone a change in their initial vocation.

The Investment Code at the center of the afternoon session

The afternoon session will, for its part, be devoted to continuing the examination of the bill amending and supplementing Law No. 71 of the year 2016, dated September 30, 2016, relating to investment. This bill carries number 26/2024.

This dossier comes in a context marked by the need to adapt the legislative framework for investment to current economic requirements, notably in terms of simplifying procedures, improving the business climate and encouraging economic projects.
