Recruitment of Carthage-Dermech Graduates: Ministry of Women Clarifies Details

The Ministry of Family, Women, Children and the Elderly published, on Wednesday evening, a clarification regarding the matter of recruiting graduates of the Higher Institute for Childhood Managers of Carthage-Dermech.

In this statement, the ministry affirmed that recruitment in the public sector is carried out in accordance with the posts listed in the ministry’s budget, while encouraging private initiative and supporting the employment of graduates of this institute in the private sector.

The ministry indicated that its services have, since 2019, recruited 406 youth and childhood education teachers as well as educators who are graduates of the Higher Institute for Childhood Managers of Carthage-Dermech. These recruits have been assigned to child care facilities across the entire national territory.

The department recalled, in its communiqué, that the opening of two new competitions was announced yesterday for the recruitment, during the current year, of 120 youth and childhood teachers and 50 kindergarten facilitators.

These competitions will be conducted according to selection and competency criteria, in line with an approach based on transparency, equal opportunities, and fairness among all candidates, without discrimination or exclusion. The objective is to guarantee children a safe and stimulating institutional environment, based on highly qualified educational skills and with recognized professional merit, in line with other national competitions.

The ministry added that the selection will, in a first phase, rely on objective automatic sorting and a precise scientific criterion combining, fairly, the average of the baccalaureate and the average of the candidates’ years of university study. The second phase will be devoted to an oral examination.

Furthermore, the ministry indicated that it has redoubled efforts to implement the state’s policy in improving the quality of services in the childhood sector and expanding their coverage, while contributing, within its responsibilities, to recruiting holders of higher diplomas according to the sector’s needs.

It also stated that it has established integrated mechanisms to ensure the professional integration of holders of higher diplomas, among whom are graduates of the Higher Institute for Childhood Managers of Carthage-Dermech, in accordance with the scientific and pedagogical standards adopted in the childhood sector in Tunisia.

These mechanisms notably involve supporting the employability of institute graduates in the private sector, through the establishment of mandatory provisions in the terms of reference for opening kindergartens. These provisions require that the operator of the establishment as well as the managers who work there hold a degree in one of the specialties falling under the institute. They also aim to encourage private initiative among graduates of higher education, notably those from the Higher Institute for Childhood Managers, through funding and encouragement of private investment.

It should be recalled that a group of graduates from the Higher Institute for Childhood Managers has been observing, for several days, a sit-in near the ministry’s headquarters, in downtown Tunis, to protest the announcement of a competition whose recruitment criteria they consider have been modified, according to the Union of Unemployed Graduates.
