Some 13,550 workers were directly integrated into the beneficiary companies, while 86,431 fixed-term employment contracts were converted into permanent contracts. These measures are part of strengthening decent and secure work and combating employment precarity, in accordance with Law No. 9 of 2025 relating to the regulation of employment contracts and the prohibition of subcontracting, according to the 2027 economic balance projection.

The planned achievements for 2026 in social policy also include strengthening the social security program and better targeting of eligible categories. These measures notably include raising the monthly allowance to 280 dinars, providing an additional allowance for each dependent child, and publishing a protocol governing the renewal of the benefit of direct cash transfers, in order to improve the targeting of beneficiaries.

The budgets allocated to the social security program for 2026 amount to about 1,774 million dinars, or nearly 1 percent of gross domestic product (GDP).

In terms of support for children and families, family allowances benefited more than 137,000 children under six and 463,000 children aged 6 to 18. Additionally, some 637,000 pupils and nearly 17,000 students benefited from back-to-school and university assistance. These measures aim to promote equal opportunities and reduce the risk of school dropout.

Measures planned also focus on strengthening economic empowerment, improving the economic insertion prospects of vulnerable categories, and promoting autonomy. In this regard, the implementation of 800 income-generating projects has been launched.

Under the 2026 finance law, a dedicated fund for the promotion of persons with disabilities was also created. It aims to promote their economic and social inclusion, notably through funding training and employment, encouraging the creation of projects, and promoting their integration into the economic, sports and cultural domains.

A budget of about 6 million dinars has been allocated to the economic empowerment of persons with disabilities. A new digital platform has also been set up for the issuance and renewal of the disability card.

In the field of social protection, measures include strengthening the social support for workers who have lost their jobs, benefiting 2,290 people, as well as the state’s coverage of employers’ social security contributions for employees holding higher education diplomas who have been newly recruited.

They also provide for exemption from value-added tax (VAT) and customs duties on the acquisition of equipment and devices for social security polyclinics.

The announced provisions also address strengthening the funding resources of social funds and the drafting of legislative and regulatory texts relating to the Social Protection Fund for female agricultural workers and the Unemployment Insurance Fund for economic reasons.

The overall social coverage rate in the sector reached 81.94% in 2026.

Regarding migration and Tunisians abroad, the planned measures concern the development of the national migration information system and the digitization of the administrative management of foreigners’ files. They also include the preparation of the second voluntary national report on the implementation of the Global Compact for Safe, Orderly and Regular Migration, presented at the second International Migration Review Forum held in New York in May 2026.

The implementation of the THAMM+ program, designed to support regular and circular migration and to strengthen legal mobility opportunities for Tunisian workers, is also continuing. In its first phase, the program enabled 500 beneficiaries to obtain legal work contracts. Its second phase facilitated the mobility of about 2,500 Tunisian workers to France. Furthermore, training, qualification and recruitment actions are being developed for about 2,000 young people, men and women, heading to Italy in the construction sector (building and public works).

Finally, within the governance framework of social policies, the program provides for the launch of a national integrated digital platform dedicated to social protection services, based on the unified social registry.
