A national program worth 8.2 million dinars will enable the equipment of 12 public indoor swimming pools with collective solar systems for water heating. The modalities of implementation and the financing of the program are set by a joint order published in the Official Journal of the Tunisian Republic (JORT) No. 84 of 21 August 2026.
The order, dated 17 August 2026, is signed jointly by the minister temporarily in charge of managing the Ministry of Industry, Mines and Energy, the Minister of the Interior and the Minister of Youth and Sports.
The program does not stop at the installation of solar equipment. It also provides for energy diagnostics, technical feasibility studies, energy consumption monitoring and control systems, as well as training and communication measures.
Twelve Covered Pools Involved
The text provides for the equipment of 12 covered pools with collective solar systems for water heating.
The program comprises five main components: carrying out energy diagnostics and technical feasibility studies, installing the collective solar systems, establishing a monitoring and control system for energy consumption, as well as communication and training activities for the concerned parties.
The JORT does not specify, however, in this order, which 12 pools are selected nor their geographic distribution.
7.5 Million Dinars for Equipment and Installation
The total envelope of the program is estimated at 8.2 million dinars, financed by the Energy Transition Fund.
The majority of the budget, namely 7.5 million dinars, is devoted to material investments related to the equipment and its installation. By calculation, this component represents a little over 91% of the total envelope.
The remaining financing is distributed as follows:
- 420,000 dinars for energy diagnostics, technical feasibility studies, monitoring and support operations;
- 180,000 dinars for logistical expenses;
- 100,000 dinars for communication and training actions.
These different components bring the overall estimated cost of the program to 8.2 million dinars.
ANME in Charge of Implementation
The implementation of the program is entrusted to the National Agency for Energy Management (ANME), in coordination with the Ministry of Interior and the Ministry of Youth and Sports.
The duration of implementation is set at three years from the publication of the order in the JORT, which occurred on 21 August 2026. The program should therefore extend, in principle, until August 2029.
Funding Approved as Early as March 2024
The text also allows tracing the project chronology. The program funding had been approved by the technical commission responsible for ruling on interventions of the Energy Transition Fund at its meeting on 5 March 2024.
The order published in August 2026 now sets out the modalities for executing the program, its cost, its financing plan as well as the commitments of the various stakeholders.
The project thus combines solar water heating, energy consumption management and modernization of public sports facilities, with the establishment of a system to monitor the consumption of the installations.
At this stage, the JORT does not provide either a list of the selected pools or the detailed site-by-site installation schedule.
