Tunisia: Three-Year Salary Increase for Employees of Public Enterprises and Institutions

Decree No. 64 of the year 2026, establishing the program and the amounts of the salary increases for the benefit of employees of public enterprises and establishments, was published on Thursday, April 30, 2026 in the Official Journal of the Tunisian Republic.

Affected agents

The text concerns employees of public enterprises and establishments subject to special statutes or to company collective bargaining agreements.

It fixes a salary revalorization for the years 2026, 2027 and 2028.

A twelve-month specific bonus

The increase will be incorporated into a bonus titled “salary increases for the years 2026, 2027 and 2028”.

This bonus will be paid over a twelve-month period each year.

Exclusion of certain annual benefits

The decree specifies that this bonus will not be taken into account in calculating annual benefits.

These include, notably, the thirteenth-month bonus, the performance bonus, the supplementary performance bonus, as well as any equivalent bonus.

Social withholdings and pensions

The bonus will remain subject to the statutory withholdings related to social contributions, notably pension schemes, health insurance, and the death benefit.

The decree also provides for an adjustment of retirees’ pensions, in accordance with the applicable legislation.
