Tunisian Diaspora: Toward an Amendment to the Law Governing the Council of Tunisians Abroad

Written by: Adel Khelifi on February 7, 2026

The Committee on Foreign Relations, International Cooperation, Affairs of Tunisians Abroad, and Migration will hold a working session on Monday, February 9. This meeting will be devoted to defining the committee’s action program for the coming period, in a context marked by several legislative files currently under examination.

Pursuit of the examination of a key bill

During this session, the committee will also continue studying Bill No. 2024/064, relating to the National Council of Tunisians Living Abroad. This text is among the committee’s priorities because of its direct impact on the representation and institutional framework of the Tunisian diaspora.

An amendment to the 2016 law

The bill submitted for examination aims to amend Law No. 68 of 2016, dated August 3, 2016, which created the National Council of Tunisians Living Abroad. This law defines in particular the prerogatives, the composition, as well as the modalities of operation of this body.

Through this amending text, the initiators of the project intend to reassess certain aspects of the existing legal framework, in order to adapt it to institutional developments and to the current expectations of Tunisians living abroad.

An institutional and representative challenge

The National Council of Tunisians Living Abroad constitutes a central mechanism for consultation and proposal in matters of public policies related to migration and Tunisian communities living abroad. Thus, discussions within the committee should focus on governance, effectiveness, and representativeness of this structure.

The committee’s work will continue in the coming weeks, with a view to arriving at a final version of the text before its transmission to the next legislative steps.
