The Ministry of Youth and Sports indicated that the situation of club animators recruited on a temporary basis in the youth houses has been regularized by their recruitment as youth instructors and physical education teachers. This clarification appears in a response from the Minister of Youth and Sports, Sadok Mourali, to a written question from Deputy Mahmoud Al-Ameri.
A written question addressed on April 15, 2026
The deputy Mahmoud Al-Ameri had sent, on April 15, 2026, a written question to the Minister of Youth and Sports, through the President of the Assembly of the Representatives of the People.
The démarche was based, according to the parliamentary document, on the provisions of Article 114 of the Constitution and Article 129 of the Rules of Procedure of the Assembly of the Representatives of the People.
The question specifically concerned the measures that the ministry planned to take to regularize the situation of club animators recruited under the vacation system within the youth houses.

In his question, Mahmoud Al-Ameri also referred to Law No. 9 of 2025 relating to the organization of employment contracts and the prohibition of subcontracting.
The deputy presented this text as a legislative orientation aimed at ending certain forms of precarious employment and strengthening the stability of the employment relations.
He argued, in his letter, that a number of club animators in the youth houses continued to operate under contractual arrangements that he described as “fragile and unstable,” despite field experience and the skills gained in the areas of supervision and animation.
The ministry announces regularization by recruitment
In its response, the Ministry of Youth and Sports explains that the use of this category of agents aimed to respond to the needs of the various youth institutions with human resources specialized in supervision and animation.
The minister Sadok Mourali asserts that the situation of these agents has since been regularized through their recruitment as youth instructors and physical education teachers.
The ministerial response references the parliamentary letter dated April 27, 2026, as well as its registration with the ministry’s central office on the same date.
No figures on the number of beneficiaries
However, the document transmitted by the ministry does not provide numerical data on the operation.
It does not specify, in particular, the number of animators who benefited from this regularization, nor the distribution of recruitments among the different youth houses, nor the exact date on which all recruitments were finalized.
The scope of the response should therefore be limited to what the ministry explicitly states: the agents concerned by the file saw their situation regularized by a recruitment as youth instructors or physical education teachers.
