Written by: Adel Khelifi on February 16, 2026

The Finance and Budget Committee at the Assembly of the People’s Representatives (ARP) holds, this Monday, February 16, 2026, a hearing session dedicated to the initiatory part of the bill regarding the creation of the Postal Bank, referenced under number 82-2025.

A central objective: integrating the unbanked

According to the information presented, the Postal Bank would mainly target categories not covered by banking services, with the aim of integrating them into the banking system through more accessible financial solutions.

The project relies on the existing Tunisian postal infrastructure, whose network is widely deployed across the territory. This approach aims to guarantee an effective presence of the future bank in both towns and rural areas, with particular emphasis on interior regions.

Targeted beneficiaries: artisans, small manufacturers and self-employed workers

In a previous statement given to Tunisia Numeric, the ARP deputy Mohamed Ziad El Maher indicated that the proposal targets profiles such as:

artisans,
small manufacturers,
the self-employed,
considered as categories with an increased need for facilitated and tailored financial services.

A text closely followed in Parliament

This hearing marks a step in examining Bill 82-2025, as the issue of financial inclusion and access to banking services remains central, particularly in areas where banking coverage remains limited.
