According to a Canadian government report published this weekend, Canada exported nearly $14.7 million worth of military equipment and technologies to Israel in 2025, despite its policy of not issuing new licenses for arms exports that could be used in the genocidal war waged by Tel Aviv against Gaza.
These figures appear in Global Affairs Canada’s 2025 Annual Report on Strategic Goods and Technologies, which provides details on Canadian military exports and export-permit activity.
The report states that Canada exported $14,671,705 worth of military equipment and technologies to Israel during the 2025 calendar year.
Israel is among the destinations of Canadian-controlled military exports, which total approximately $2.05 billion to destinations other than the United States.
The report indicates that 50 export permits were used for military exports to Israel in 2025.
These permits include authorizations issued in 2025 or in previous years and used for exports during the period covered by the report.
The report states that information on exports to Israel is in alignment with documents previously provided to the House of Commons Standing Committee on Foreign Affairs and International Development.
It asserts that Global Affairs Canada refrains from issuing licenses and suspends a limited number of export licenses for military equipment destined for Israel and likely to be used in Gaza.
The report notes that a 2024 judicial review filing aims to challenge export and brokerage licenses for weapons destined for Israel and issued after October 9, 2023. It also states that another lawsuit alleges that Canada violated its national and international legal obligations by authorizing arms exports to Israel.
Canada’s arms exports are challenged in court. As of December 31, 2025, the two cases were still ongoing, according to the report.
