Starting October 1, 2026: How to secure a soft loan from banks

Several banks have begun preparing for the October 1, 2026 deadline by presenting, on their social media pages as well as on their official sites, the new financing mechanism known as the “honor credit,” along with the modalities of obtaining it and the conditions for benefiting from it.

The honor credit is a new financing at a 0% interest rate, with no collateral and no dossier processing fees, in accordance with Decree No. 148 of 2026 and Circular No. 08 of 2026 from the Central Bank of Tunisia.

This scheme allows beneficiaries to obtain a loan of 5,000 dinars and 10,000 dinars for those undertaking small projects, and up to 25,000 dinars for small and medium-sized enterprises (SMEs) and community organizations.

Honor credits are granted in order of priority based on the date the file is finalized, and within the funding envelope available at each bank.

Applications can be submitted exclusively online starting from October 1, 2026, via the website of the bank concerned. The bank issues the client an acknowledgment of receipt after verifying the documents necessary to assemble the file. The maximum response time to the application is set at 10 days from the receipt of the complete file.

The repayment period can reach two years, with repayments starting six months after obtaining the credit..

As a reminder, Decree No. 148 of 2026 requires, with the exception of specialized banks, that at least 50% of the financing line for the “honor credit” be allocated to small and medium-sized enterprises as well as to community organizations.

Similarly, Circular No. 08 of 2026 from the Central Bank of Tunisia requires each bank to establish a digital platform through which clients seeking a loan or honor financing must exclusively and mandatorily submit their applications, starting from October 1, 2026.

Each digital platform must obligatorily record the date and time of the submission of the application and provide the client with an acknowledgment of receipt by any means that leaves a written trace.

This procedure should allow classifying applications according to their submission order and calculating the deadlines allotted for their examination.
