Digital Budget 2027: Where Is the ICT Mission’s One-Billion-Dinar Budget Going?

Written by: Adel Khelifi on November 8, 2026

The figure of 1.074 billion dinars allocated to the Communications Technologies mission in 2027 may be confusing. It is not a billion paid directly from the State budget to the ministry. About 858.499 MD, i.e., 80%, come from the own resources of the companies under supervision; the State’s contribution amounts to 215.6 MD.

The financing structure

• Total expenditure of the mission: about 1.074 billion dinars.

• Own resources of the enterprises: 858,499 MD, i.e., 80 %.

• Contribution of the State: 215.6 MD.

• General resources: 46.188 MD ; external loans: 69.412 MD ; special accounts: 100 MD.

• AI objective: to go from 2 government projects in 2026 to 6 in 2027.

One billion in spending, but not a billion in the State’s direct budget

The distinction is important. The figure of 1.074 billion dinars corresponds to the total spending of the mission, including those financed by public enterprises and bodies under the ministry’s supervision.

The resources directly mobilized by the State represent about 20% of the total, i.e., 215.6 million dinars.

Cybersecurity: Level-2 objective in 2027

The 2027 program plans to strengthen the security of national systems and vital digital infrastructures, modernize electronic certification, and update the legal and technical framework relating to the protection of the family and child in the digital space.

Tunisia also aims to progress in the Global Cybersecurity Index, from level 3 recorded in 2024 to level 2 by 2027.

Digital identity and remote administrative services

The generalization of digital identity should facilitate access to online administrative services. The government also wants to modernize electronic certification procedures and strengthen trust in digital exchanges.

The stated objective is to make more procedures feasible remotely while strengthening authentication and security.

Artificial intelligence enters the administration

The ministry plans a governance framework specifically for AI, an ethical charter, and support for sovereign high-performance data centers.

Among the announced projects are an AI center of excellence dedicated to health, an intelligent administrative assistant, and a national legal information portal equipped with an intelligent search engine.

Six AI government projects in 2027

The objective is to triple the number of public projects incorporating artificial intelligence, from two projects in 2026 to six in 2027.

The figure remains modest given the overall administration, but it marks the transition from pilot projects to a broader integration phase in public services.

The real challenge will be execution

The success of the program will depend less on the total amount announced than on the execution of the projects: availability of data centers, quality of online services, adoption of digital identity, security of the infrastructures, and the administrations’ ability to effectively use the new tools.

Thus, the 2027 monitoring should distinguish the expenditures incurred, the projects actually put into service, and the real uses by citizens and businesses.
