How to turn advantage into industry? Tunisia has several strong building blocks of artificial intelligence. The challenge now is to assemble them into a complete chain, from talent to capital, then to computation, data, and the market.

But the figure that truly deserves a leader’s attention is not that one.
In the Africa AI Governance Index 2026, North Africa averages 2.25 out of 4 on the pillar “Strategy and Vision,” but only 1.04 out of 4 on the pillar “Implementation and Impact.”
The gap therefore exceeds a factor of two between intention and execution.
One clarification is immediately required: these two values are regional averages, not Tunisia’s specific scores. The index publishes the country’s overall score, but the Tunisian detail for each of the eight pillars is not included in the main report.
The regional signal remains, however, instructive: across North Africa, AI ambitions are advancing faster than the capacities to fund them, regulate them, and deploy them at scale.
Tunisia evolves in this environment with its own paradox: many skills, but an industrial chain still incomplete to systematically transform them into large-scale AI companies and infrastructures.
