Energy Sector: Parliament Reviews Two Guarantee Agreements (Video)

The Assembly of the People’s Representatives reconvenes, this Tuesday July 14, 2026 from 10:00 a.m., the work of its plenary session devoted to examining two draft laws concerning guarantee agreements concluded between the Republic of Tunisia and the International Bank for Reconstruction and Development, a member of the World Bank Group.

The two agreements concern loans granted to the Tunisian Company for Electricity and Gas (STEG) in order to contribute to the financing of a program aimed at improving the efficiency, the performance and the governance of the energy sector in Tunisia.

A first guarantee agreement with the World Bank

The plenary session will continue examining Bill No. 2026/038, relating to the approval of the guarantee agreement concluded on November 3, 2025 between the Republic of Tunisia and the International Bank for Reconstruction and Development, which is part of the World Bank Group.

This agreement concerns a loan granted to the Tunisian Company for Electricity and Gas (STEG) to contribute to financing the program for improving the efficiency, the performance and the governance of the energy sector in Tunisia.

A second financing linked to the Clean Technology Fund

The deputies will also examine Bill No. 2026/039, relating to the approval of a second guarantee agreement concluded on November 3, 2025 between the Republic of Tunisia and the International Bank for Reconstruction and Development.

Under this agreement, the Bank acts as the entity responsible for implementing the Clean Technology Fund.

The loan concerned is also granted to the Tunisian Company for Electricity and Gas (STEG) in order to participate in financing the program for improving the efficiency, the performance and the governance of the Tunisian energy sector.

The reform of the energy sector at the heart of the debates

The examination of these two bills is part of the efforts to strengthen STEG’s financial and operational capacity, to improve governance of the energy sector and to support reforms aimed at increasing its efficiency.

The parliamentary discussions are thus expected to focus on the mechanisms of state guarantees, the terms of the loans granted to STEG and their contribution to the modernization of Tunisia’s energy sector.
