The commissions responsible for planning within the Assembly of the Representatives of the People and the National Council of Regions and Districts will begin their joint meetings on Monday, November 2, 2026. The first session will focus on the mission of the Ministry of Transport within the State budget project for 2027.

In an exclusive statement granted to Tunisia Digital, Deputy Thameur Mazhoud, member of the Commission for Strategic Planning, Sustainable Development, Transport, Infrastructure and Territorial Planning in the Assembly, indicated that the discussions would then focus on the missions of the Ministries of Equipment and Housing, as well as of Economy and Planning. A preparatory session was organized to coordinate the work and establish the schedule of hearings.

The Ministry’s Commitments Reviewed

According to Thameur Mazhoud, the session devoted to Transport will begin with an evaluation of the ministry’s mission for 2026 and the progress of its commitments, before examining its budget for 2027.

The file on electronic applications intended for individual taxis should be addressed in particular. The deputy states that the ministry had committed to publish a terms of reference regulating the use of a Tunisian application compliant with the legislation in the non-regular public transport sector, notably for individual taxis.

As this terms of reference has not yet been published, the deputies will ask the ministry to explain this delay and to specify when the file could be unlocked.

A Tunisian Application Still Awaited

On November 28, 2024, the Ministry of Transport had announced the launch of work aimed at regulating the use of digital platforms in non-regular public transport. It planned then to develop a Tunisian application and to make it operational by the end of the first half of 2025.

On May 16, 2025, the ministry indicated that it was still preparing the launch of a call for proposals to organize the use of these applications. It also mentioned adapting the fare of individual taxis to the envisaged application project.

The Bolt application, for its part, ceased to operate in Tunisia on May 9, 2025. The company that operated it had been struck off the National Register of Enterprises on March 24 of the same year.

The Land Transport Code and Licenses Under Discussion

The deputies should also discuss the revision of Law No. 33 of 2004, dated April 19, 2004, and relating to the organization of land transport. According to Thameur Mazhoud, the ministry had committed to prepare a revision proposal, which has not yet been submitted to Parliament. The elected representatives wish to obtain explanations on this delay as well as a schedule for the transmission of the text.

The revision of Decree No. 581, which sets the priorities for granting non-regular public transport authorizations, also features among the announced topics. Thameur Mazhoud believes that its implementation has caused difficulties for several professionals in the sector.

The Missions of Equipment and Economy Planned for November

The missions of the Ministries of Equipment and Housing, as well as Economy and Planning, are expected to be examined on November 9 and 11, 2026. These dates remain provisional and must be confirmed after consultation with the deputies of the National Council of Regions and Districts.
