Witness Observatory Conducts Training Workshop for Short-Term Election Monitors in Benzert

On Saturday, June 28, 2025, the Witness Observatory for Election Monitoring and Support for Democratic Transitions organized a training session at Sidi Salem Youth Center in Benzert. The purpose of this workshop was to prepare local observers for the upcoming partial parliamentary elections in the region.

Focus on International Standards and Principles of Election Observation

The morning session began with an overview of the key international principles ensuring the integrity of electoral processes. Participants were introduced to core standards such as:

  • The right to vote, run for office, and have elections monitored by independent bodies.
  • The right to legal recourse in electoral matters.

The first segment aimed to ensure participants understood that transparent and fair elections are rooted in respect for human rights and the sovereignty of the state and its institutions.

Principles of Independent and Impartial Observation

The second part of the workshop focused on the foundational principles guiding election observation, emphasizing that the role of observers is to track electoral procedures on the ground and gather objective data. Key principles include:

  • Acting in accordance with international human rights standards.
  • Respecting the laws and regulations in force.
  • Upholding the code of conduct for observers, which includes clearly defined rights and responsibilities.

Rights of Observers:

  • Access to polling stations at any time once election officials are present.
  • Carrying an official authorization card visibly.
  • Verifying that ballot boxes are empty before voting begins.

Obligations of Observers:

  • Refraining from wearing clothing or displaying insignia indicating political affiliation.
  • Not intervening in the voting or vote-counting processes.
  • Avoiding efforts to influence voters’ choices.

Practical Training and Observation Procedures

In the afternoon, participants learned about the different stages of the electoral process, focusing on observing election day activities, including voting and ballot counting. They reviewed a sample observation form, with guidance on how to fill out and submit it properly to the regional coordinator or the observatory’s main office.

The training concluded with an assessment session, distribution of participation certificates, and closing remarks.

Additional Details about the Observation Mission

The Witness Observatory will deploy 26 field observers along with two coordinators to monitor the partial elections in Benzert. Furthermore, the observatory will establish an operations center at its headquarters on election day, Sunday, June 29, 2025, to oversee the observation activities and issue follow-up reports.

This initiative underscores the commitment of the Witness Observatory to promote transparency and accountability during the electoral process, ensuring that the elections are conducted fairly and observed diligently.
