The Investment and International Cooperation Commission of the National Council of Regions and Districts has defined its work program for the coming weeks, ahead of the examination of the finance bill and the state budget for 2027. The ordinary meeting was held on Wednesday, October 7, 2026, under the presidency of Bilal Saïdi.
The program focuses particularly on monitoring investment, public procurement, and international cooperation, as well as strengthening parliamentary oversight.
Auditions and an evaluation of investments
In the investment section, the commission plans hearings with the ministers of Economy and Planning, as well as Finance. They will address the investment orientations for 2027, the execution of the 2026 budget, and the privatization program.
The commission will also monitor the process of revising the foreign exchange and investment codes. It will prepare an evaluation report on the execution of investments in 2025 and 2026, examining the causes of the blockage of several major projects.
Field visits are also scheduled for February and March 2027 to monitor investment projects, their progress pace, and the difficulties encountered.
Monitoring of major public procurement
Regarding public procurement, the members of the commission have agreed to organize a hearing with the Public Markets Authority. It will examine the application of the law and the difficulties related to it.
The commission also plans to prepare reports on major contracts awarded in the infrastructure, energy, and transport sectors.
Evaluate international agreements and partnerships
The commission will monitor, in coordination with the ministries of Foreign Affairs and of Economy and Planning, the implementation of agreements concluded between 2024 and 2026.
Its program also plans to evaluate partnerships with the European Union, Gulf countries, China, Korea, and African countries, and then study ways to develop them and broaden their areas of cooperation. Meetings with diplomatic and economic delegations will be organized to examine avenues to strengthen cooperation and open new partnership perspectives in service of development and investment.
Strengthen parliamentary oversight tools
The commission intends to use the various oversight mechanisms available, notably oral and written questions. It also plans to prepare documented reports and to formulate concrete recommendations to strengthen the role of the National Council of Regions and Districts in monitoring public policies and evaluating their results.
The members of the commission indicated that these priorities aim to intensify parliamentary oversight and monitoring of economic and financial dossiers affecting citizens, while supporting investment and balanced development across the different regions and districts.
