Comoros: Former Foreign Minister Convicted in France for Social Security Benefits Fraud

With no participation from the principal interested party: the former Comorian Minister of Foreign Affairs, Dhoihir Dhoulkamal, his case was heard by the Saint-Denis Judicial Court on Réunion Island.

He was sentenced on Friday May 29 to two years in prison for social welfare fraud and the embezzlement of 340,000 euros.

The French judiciary also issued an arrest warrant against him.

Targeted by an international arrest warrant, Dhoihir Dhoulkamal has never been heard in this case. In his absence, he was judged and found guilty, as his wife was, of “false declaration” and “fraud.” Officially domiciled on Réunion Island, Dhoihir Dhoulkamal, who obtained French nationality in 2000, improperly received between 2010 and 2020 around 253,000 euros from the Caisse d’Allocations Familiales (CAF) and nearly 87,000 euros from the social security fund.

Elected deputy in the Comoros in 2015, Dhoihir Dhoulkamal resided mostly in his country of origin, where he notably received deputy allowances, then ministerial allowances. These Comorian incomes were not declared to the French tax authorities. His wife, officially without resources, had not declared hers either.

Investigators never managed to locate him to question him. The investigation was subsequently halted in 2020 and 2024, when he became Minister of Foreign Affairs. Dhoihir Dhoulkamal was then protected by his diplomatic immunity.

The French judiciary issued an arrest warrant against the former member of the government. In Moroni, authorities did not react to this case, especially since there is no extradition treaty between France and the Comoros.
