Tunisia 2026 Budget: Government Mobilizes Nearly 40% of Domestic Borrowing Needs

In response to the questions raised by deputies, the Minister of Economy and Planning indicated, during a joint session of all the permanent commissions of the People’s Assembly (ARP) devoted to continuing the examination of the 2026-2030 Development Plan, that the State has managed, at this stage, within the framework of the execution of the finance law, to mobilize nearly 40% of its needs in domestic borrowings.

It should be recalled that, according to the estimates of the state budget for the year 2026, the public debt service is expected to reach about 23.057 billion dinars. This amount is divided between about 9.5 billion dinars for external debt and 13.5 billion dinars for domestic debt.

The financing needs for 2026 are estimated at about 27 billion dinars, covering in particular the financing of the deficit as well as the repayment of maturities of domestic and external debt. The budget deficit for 2026 is, for its part, estimated at nearly 11 billion dinars.

Regarding the funding of certain projects listed in the Development Plan, the minister explained that a number of public enterprises have the capacity to contribute to investment financing. He cited, for example, the Office of Civil Aviation and Airports, which could mobilize investment funding for the realization of several projects, as part of supporting the implementation of development programs.

The Minister of Economy and Planning also affirmed that the Development Plan constitutes a national project par excellence, which does not fall solely within the government’s responsibility. It is, according to him, a shared responsibility involving the various stakeholders.

He further underscored the central role of the People’s Assembly in the success of this project, notably through exercising its oversight missions and monitoring the implementation of the programs and projects listed in the Plan.
